character creation fix

i was talking to someone in a discussion board about my time trying to design games and they said "That looks like a massive amount of dumb fun, but am I misreading the rules or do some players risk getting just +1 to their abilities while others can get +12?" and I realized I messed that up pretty bad, so now that has been replaced with a choice between 5+1D4 for player's choice of Gaslight or Monster Fight to keep things more balanced
